Component 2: Project Management
This component aims to ensure effective coordination, monitoring, and sustainability of project investments through strengthened institutional capacity at the federal and state levels. The component comprises six sub-components:
Sub-Component 2.1: Project Coordination and Management. The FPMU and SPMUs will be strengthened to support planning, budgeting, and reporting. Coordination among implementing partners will be streamlined, with clear reporting lines to FMENV and the EIB. Financial management, procurement, and technical supervision mechanisms will be enhanced.
Sub-Component 2.2: Safeguards and Compliance Management. ESMPs, RAPs, and SEPs will be implemented in line with EIB Environmental and Social Standards. A multi-tier Grievance Redress Mechanism (GRM) will be established to ensure accountability and community feedback.
Sub-Component 2.3: Monitoring, Evaluation, and Learning (MEL). A Results Framework aligned with EIB’s Results Measurement indicators will be operationalised. A digital Monitoring Information System (MIS) integrated with GIS dashboards and remote sensing will be developed. Routine field assessments and participatory community monitoring will be carried out.
Sub-Component 2.4: Capacity Development and Institutional Strengthening. Training programs will target MDAs, State Environmental Management Agencies (SEMAs), and LGAs on watershed management, O&M, and E&S compliance. Technical manuals, guidelines, and Standard Operating Procedures (SOPs) will be developed. Academic and research partnerships will be strengthened to sustain knowledge exchange.
Sub-Component 2.5: Knowledge Management and Communication. Lessons learned, case studies, and policy briefs will be documented and disseminated. Annual technical review workshops and cross-state learning events will be organised. Public awareness campaigns on erosion prevention and climate change adaptation will be conducted.
Sub-Component 2.6: Operation and Maintenance (O&M) Framework. Site-specific O&M plans will be prepared and approved for rehabilitated sites. Maintenance committees will be established at the community and LGA levels. O&M financing will be integrated into state budgets to ensure long-term sustainability.
